I asked you: “Which Build did you use?”, you said: “The Latest working build”.
Guess what, I also have gotten at some point, some time, somewhere a “Latest working Build”, and that was a year ago. How am I supposed to be sure, the “Latest working Build” I can download right now, is the same “Latest working Build” you have?
Even more so, when it appears to not work.
Again: WHICH build?
Again: Did you try a different Build?
Did you upgrade your TC version, and used it before?
Did you fetch a preset world?
Did it work at some point? And if Yes, what did you change?

Doesnt this seem Strange to you? This is not an Error with any Plugin. This is Caused either by your PC or Spigot Server.
Where did you get your Spigot Jar?

Update your Java Version. There is no real Reason to stick to 7. This could be an Issue.
