Somewhere last year I went on a trip to find an plugin or setting that could change this option, I stumbled upon a topic after some intensive hours of searching for the solution as there are a huge lot of complaints but no answer except that topic which after a long period of almosth begging the discourse developers they decided to finally release a setting that makes the setting default, people will still have the ability to unpin topics though.
Anyway, I can say being 90% sure that the discourse development team wont add this functionality simply because "They never intended to add a functionality that gives the option to pin topics permanently" Their opinion is that it would only grow to be an big pile of pinned topics... sigh
Anyway, this was last year so maybe... maybe a plugin was created or I might have missed it back then. I'll Take a look at the topic again and see if any changes where made
[Update] This should provide a somewhat lacking but valid metod:
The "automatically_unpin_topics" setting is used to globally enable/disable the feature while the "default_topics_automatic_unpin" setting is used to set the default user preference.
default_topics_automatic_unpin should add this for the users and have it automaticly unchecked
( For now I will try my best to pin the resource topic every once in a while. I also may be able to automate this )
